All toilets, public and private, have this function too. There are two chinese characters on the knob. The one on the left says "big", the one on the right says "small" so if you do something big, you use a lot of water. Something small only requires a little water. It comes from the Japanese words for Feces and Urine. (daibein) literally means BIG CONVENIENCE and it means feces. (shoben) literally means small convenience and it means urine. Kind of makes you hope that you don't find a big convenience store.
